Caroline Kongwa is the Chief Strategic Adviser for the National Gambling Board, South Africa and is responsible for providing strategic direction and advice regarding gambling related matters.She has been heading the entity since 2014. She has 22 years’ experience in the legal field and has an extensive background in development of legislation and management of public interest litigation, regulation, governance and strategy within the public sector. During her period heading the entity the National Gambling Board she has led extensive matters of compliance, research and enforcement in the gambling industry.

In October 2023 she was appointed as the Vice President of International Association of Gambling Regulators.

Caroline is an Attorney and holds a Master’s degree in Mercantile law, with specialisation in Banking Law, Competition Law and Indirect Tax Law and majored in Consumer Protection in the Banking Industry in addition she holds a Bachelor of Law degree, a postgraduate Diploma in International, African and Regional Law, a Certificate in Economic and Developmental Policy and Certificate in Labour Relations. She is currently pursuing her Doctorate of Laws with specializing in Financial Consumer Protection within the age of Twin Peaks in the Banking Industry.
